 The Comprehensive Bicycle Master Plan was approved by the PMC’s General Body in December 2017. Simultaneously, a policy for Public Bicycle Sharing was also approved. A citywide network of cycle tracks, and painted cycle lanes is planned. The Urban Cycling Design Guidelines was also approved as part of the Cycle Plan. The cycle tracks, junctions etc are to be created using this design guideline.
The Pune Cycle Plan is now being implemented.
  • A Bicycle Dept has been created in PMC and staff appointed.
  • MoUs have been signed with ​various PBS vendors. Close to 4000 bicycles have been placed by these vendors in different parts of the city and more are being added every month.
  • About 800 cycle parking locations are being marked across the city
  • Cycle tracks are being created through the PMC Road Dept, and three tracks are nearing completion (Satara Road, JM Road, University Road)

PMC General Body Approves Cycle Plan
On 14 December 2017, the PMC General Body approved the Comprehensive Bicycle Plan for Pune. The Cycle Plan has been prepared with support from the Ministry of Housing and Urban Affairs, Govt of India.
The Plan includes proposals for a city wide cycle network, support for Public Bicycle Share systems, cycle promotion activities, participatory reviews of plan implementation etc. A Bicycle Cell or dept is also to be set up at PMC to ensure implementation and smooth coordination with other departments within PMC and agencies like Traffic Police, PMPML, PSCDCL and Pune Metro.
Shri Kunal Kumar, Municipal Commissioner, Pune Municipal Corporation, says, “A big revolution in cycling awaits Pune!  Public cycles, city wide cycle track network and cycling promotion will be a reality in Pune in the coming days. Its a momentous day with the Comprehensive Bicycle Plan approved by the PMC General Body. We are closer to implementing PMC’s vision for sustainable mobility in Pune and a healthy environment. Pune can be a city where cycling is safe, attractive, comfortable and a travel mode of choice for children, women, seniors, daily wage workers as well as professionals.”

Preliminary Draft of Pune Cycle Plan 

The preliminary draft of Pune Cycle Plan was open for public inputs till 30 September 2017. The period for inputs is now closed. Over 750 responses have been received including response to the survey, emails, and online suggestions. The respondents are approximately 40% cyclists, 59% people who used to cycle, and about 1% people who don’t cycle at all.

The suggestions and comments indicate substantial support to the proposals, with many respondents expressing the need for a strong implementation plan.

Glimpses of Presentations at Prabhag Samiti Meetings, August 2017

Dhole Patil Road Ward Office, 30 Aug 2017:  Attended by about 30 people, the presentation was chaired by Ms Chandbi Haji Nadaf along with Shri Dahibhate, Zonal Officer and Shri Arun Khillari. Comments and observations included:

  • Cycle plan is really good, both for personal and city health and convenient mode of transport.
  • Flyovers should also have provisions for cycling
  • PMC may run shuttle service e rickshaws on subsidized rates.
  • The Public Bicycle System facilities should be convenient to most users, they should not be resistant to use it

Queries were on: what is the membership fee/ costs for Public Bicycle Share.

  • What is the estimated cost of each bicycle in the PBS
  • Will it be possible to run a shuttle service on energy recovered from municipal solid waste
  • What to do if there is a cycle break down between two stations or if there is an incident of accident

Yerwada Ward Office, 24 Aug 2017:  The plan intent was appreciated. Concerns expressed included that there is already a lack of space for two-wheelers, so how will space be made for cycle parking on-street; the possibility of encroachment on cycle tracks and that the provisions must be effective for this; Alandi Road may be taken up for segregated cycle track as there is adequate width and there are a large number of cyclists in this area. Questions were on whether the plan is prabhag-wise and as per the DP (the plan is for the entire city, and it is made considering the current and future road network in discussion with PMC Road Dept and PMC Traffic Dept). Another question was on the rationale for selecting locations of cycle stations (these are decided keeping in mind the need for stations every 400 m, and the local situation of landuse).

Aundh Ward Office, 24 Aug 2017: The proposals were appreciated. Suggestions included to support more repair shops, training for cycle mechanics as well as for school children on cycle maintenance, separate network for cyclists to ensure safety throughout the day and distribution of fluorescent jackets to cyclists who ride late evening or night.

Wanowrie Ward Office, 23 Aug 2017: The presentation was facilitated by Shri S Molak Zonal Commissioner, and Prabhag Samiti Chair Ms Parvin Firoz, Mr Gawade, Ward Officer were present. The audience of 55 included elected representatives and the ward office staff.  

Kasba Vishrambagh Ward Office, 21 Aug 2017: The plan was well appreciated. The prabhag samiti estimated that it may take 2 budget cycles to implement the first phase. The need for de-congestion in the core city was recognized as a concern. A proposal for pedestrianization of selected roads has been under consideration for some time. The Pune Cycle Plan will complement this proposal. Questions on the Public Bicycle System included whether there is a GPS on the cycle (no, the individual trips will not be tracked; however the system records which user is taking which cycle); whether there is a provision for carrying luggage (small bags may be carried on a hook); how older cycle shops may be integrated into the plan (a database and a map of cycle shops is created and available, it will need to be regularly updated); and whether the PBS be available on outskirts of city, last mile connectivity in these area is a concern (yes, the PBS is expected to be available city-wide and in outskirts areas that are within PMC limits).

Sinhagad Road Ward Office, 19 Aug 2017: Prabhag Samiti members were present and the meeting was facilitated by Shri Kesri. Ward wise maps and the plan details were requested to be provided to elected representatives.

Cycling Patterns

Studies for the Pune Cycle Plan show that Punekars cycle all over Pune – short local trips as well as long commutes across town. Yerwada, Hadapsar Industrial Estate, Sinhagad Road, University/ Aundh Road have many local cycle trips. Several longer cycle trips are between core city and Sinhagad Road; between core city and Satara Road, and Aundh, Baner, Pashan towards Magarpatta and south-east Pune. Why a Cycle Plan for Pune                                    Schedule for public consultations

BikesCarsPuneTransportation is one of the main civic issues identified by Pune’s citizens. Over 500 motorized two-wheelers and cars are registered in Pune everyday. The increase in motorized traffic is leading to air pollution, health impacts, accidents, congestion and more time wasted stuck in traffic. Widening roads or building flyovers are not long-term solutions.

The vision for future transportation planning as accepted in the  Comprehensive Mobility Plan of Pune (CMP) is

“Moving people safely and economically by emphasizing public transport and non-motorized transport.”

The CMP outlines various measures including improvement of footpaths, investment in public transport, regulation of parking, education and outreach on transportation issues and improved enforcement of traffic regulations.

Non motorized transport includes walk and cycle. Improvements in non-motorized transport are to take place with improved street design, including footpaths and crossings, and the preparation of the Comprehensive Bicycle Plan.9 to 25

The current share of trips by walk and cycle are 32%. The Comprehensive Mobility Plan suggests that by 2031 at least half the trips in Pune, that is 50%, should be by walk or cycle. Pune already has about 23% work trips by walk.

Can the share of work trips by cycle go up from 9% to 25%?

Towards this end, Pune Municipal Corporation is preparing a comprehensive Pune Cycle Plan which will have recommendations for the following components:

  • Physical infrastructure including cycle network, parking
  • Phases of implementation based on identified priorities
  • Financial estimates
  • Implementation mechanisms and staff structure at the Pune Municipal Corporation

About the Plan Process

The project for preparation of a Comprehensive Bicycle Plan for Pune is supported by the Ministry of Urban Development, Govt of India.

The Traffic Dept of Pune Municipal Corporation (PMC) is overseeing the preparation of the plan. Eventually, the implementation of the plan will be undertaken by the Non-motorized Transport Cell of PMC. The PMC has appointed the consortium of iTrans – Innovative Transport Solutions Pvt Ltd, Prasanna Desai Architects and Centre for Environment Education as Consultants for preparation of the Comprehensive Bicycle Plan for Pune.

  2. In Pune, in my area lots of Mobikes have being broked by slum kids and people and stolen for their own possession. They have no fear and I have caught them live red handed breaking the locks/gps etc. I want Mobike to take stringent action against them from their ends and also handover the culprits to the police so that such acts arent repeated further.
    Its a sheer pathetic sorry situation and we have to stop such illegal activities.

    I’m willing to share all photos and clues and exact location address further.

    Those kids keep playing and thrashing those cycles everyday in front of our society gate which is the slum area.

    In last 4 weeks they have successfully broken locks and gps of 4 cycles and today we caught them live may be going with their 5th success which was failed due to us. The kids ran when we warned them of the dire consequences.

    Can pmc do something on this?

    If this continues the good initiative made by Mobike, pedal, yulu etc will go in vain and they might soon go off the streets and we will be deprived from such good services.

  3. It is an extremely good initiative. Hope all the concerned departments will make a sincere effort to overcome the existing challenges reported by citizens. A comprehensive cycle network to reduce emissions is indeed the best thing to do to make a cleaner greener world.

  5. Nice plan. Keep it up. I use cycle regularly and go to office on cycle twice a week. On Sinhgad road, there are cycle tracks on both side, but there are obstructing poles which obstruct even cyclists. So no cyclist uses the tracks for which many crores of Rupees must have been paid. Result is that the tracks are used by hawkers, garages, vehicles(for parking). I request PMC to please remove the poles, or make them of smaller height or increase the distance between them. Thanks.

    आपण सुरू करत असलेला पुणे सायकल प्लान खूप चांगला प्रोजेक्ट आहे. मी स्वतः नियमितपणे सायकल चालवतो. 4 ते 5 किलोमीटर अंतरावर जाण्यासाठी मी मोटारसायकल न वापरता सायकल चा वापर करतो. तसेच बरेचदा ऑफिस ला देखील सायकल वर जातो. याचा मला आरोग्यासाठी चांगला फायदा होत आहे.

    पुणे सायकल प्लॅन बाबतीत खलील माहितीचा उपयोग करून घ्यावा ही विनंती.

    पुणे महानगरपालिकेच्या पुण्यातील विविध भागात 67 व्यायामशाळा असल्याची माहिती भूमी जिंदगी विभागाकडून मिळाली. ती आपल्याला फॉरवर्ड करत आहे. या व्यायामशाळांच्य इमारतींचा वापर सायकल स्टॅन्ड साठी करण्यात यावा. या इमारती आधीच वापरात असल्याने या ठिकाणी नाममात्र खर्चात सायकलिंच्या देखभाल दुरुस्ती साठी जागा उपलब्ध होऊ शकते. तसेच या व्यायामशाळांमध्ये येणाऱ्या नागरिकांकडून सायकल प्लॅन ला मोठा प्रतिसाद मिळेल. तसेच या व्यामशाळांमध्ये असलेल्या कॅन्टीनमध्ये सायकलस्वारांना हेल्थ ड्रिंक्स व हेल्थ फूड मिळण्याची सोय करता येईल. तरी आपण वरील गोष्टींचा विचार करावा ही विनंती.

    त्याचप्रमाणे कर्वे रोड वरील SNDT कॉलेज पासून अग्रीकलचर कॉलेज पर्यंत पूर्वी असलेल्या कॅनॉल च्या बाजूने पुणे महानगरपालिकेने सायकल ट्रॅक बनविला आहे. परंतु हा ट्रॅक BMCC रोड वर खंडित हितो व फर्ग्युसन कॉलेज च्या दुसऱ्या गेट पासून पुन्हा सुरू होतो. या भागातील कॅनॉल मराठवाडा कॉलेज व फर्ग्युसन कॉलेज च्या हद्दीत आहे. तरी या भागातील सायकल ट्रॅक तयार करून तो अग्रीकलचर कॉलेज पर्यंत अखंड चालू करावा ही विनंती. यामुळे कोथरूड भागातील सायकलस्वारांना डेक्कन व फर्ग्युसन कॉलेज रोड वरील गर्दी टाळून थेट मॉडेल कॉलनी व शिवाजीनगर भागात जात येईल.

  7. It is a welcome move to consider a way to decongest city and promote health life style.

    However, i do not feel it is addressing following issues:
    1. As it is, the existing roads are falling narrow and falling short of future needs.
    2. BRTS and Metro will and has eaten up space from existing roads.
    3. More than planning this for long range, can it even work within localities as feeder mode of transport? For example from future metro stations to home.

    I am afraid it may end up being wasteful expenditure.

    a] they have been encroached and are unfit for cycling.
    b] tracks are not maintained to at least so cyclist can’t use them.
    c] Corporation should ensure that existing cycle tracks are made fit for cycling.
    d] bikers should be fined hard driving on cycling tracks.

  9. प्रस्ताव अत्यंत चांगला आहे परंतु त्याची अंमलबजावणी दिलेल्या वेळेत व ठरवलेल्या कार्यक्षमतेने करून दाखवावी. विशेषतः क्र. ४ – सायकल ट्रॅकवरची संभाव्य घुसखोरी व अतिक्रमणे संपूर्णपणे व कोणाचाही अपवाद न करता दूर झाली तरच योजना यशस्वी होईल. तसेच सायकल ट्रॅक चांगल्या स्थितीच असले पाहिजेत कारण सायकलला साधारणपणे शॉक ऍबसॉर्बर नसल्याने ट्रॅकवर खड्डे किंवा खडबडीत पणा असल्यास कोणीही सायकलवाला त्यावर जाणार नाही (सध्याच्या अनेक ट्रॅक्सची स्थिती अशी आहे)

  10. अतिउत्तम कल्पना पण मी हडपसर ला राहतो आणि तिथे सायकल ट्रॅक आहेत पण त्याचा वापर नेहमीच मोटरबाईक वाले करतात मला त्याच ट्रॅक वर एका मोटरर्बाईक वाल्याने अक्षरशः ढकल होत तर माझी सूचना ही आहे की थोडा कायदा पण कडक करा जर कोणी बाईक वाला विरुद्ध दिशेने किंवा सायकल ट्रक वर आपली गाडी चालवत असेल तर त्याचे लायसन्स रद्द करा। नाहीतर सायकल ट्रॅक त्यांच्या साठी फास्ट लेन होऊन बसेल व सायकल स्वारांना त्याचा उपयोग होणार नाही

  12. It is absolutely right that each area needs to be studied with respect to available road space vis a vis minimum width of cycle track needed. Can it be accommodated?
    Also the profile of cycle users in terms of numbers who use it and the time of the day.
    It may even be possible to block a road for motorised vehicles for short times during the day if the cycle users are large in a particular time band.
    Wadgaon Sheri has a road past the Arnold school which typically fits into this category

  13. It is essential to first establish the need for 300 km of cycle tracks. In doing so, PMC will get the O-D, lengths and consequently the costs. You should also publish the basis for arriving at the figure of 300 km. It cannot be taken for granted because large sums of money are involved.
    Secondly, it is essential to get actual origins and destinations of cyclists who are using cycles to day and also those who might like to switch over to cycles. It is only then that the PMC would know the O-D of cycle tracks. This data collection will need elaborate and scientific ‘traffic’ surveys by experts in the field. Video shooting should be done to support the figures of the number of cyclists on particular stretches.
    Do not go by the old idea of Pune being a cycle city. I have gone to school and college here in Pune on cycle when it was a cycle city. Apart from school and college-going students, many office goers used cycles when Pune was a cycle city. E.g. a majority of workers of the Ammunition Factor went to work on cycles as late as late fifties.
    It is only after the feasibility is established that a DPR should be done after all the documents are put in public domain including video shoots.
    Actual design of the cycle track is the least important aspect of this exercise. It appears that more stress is being laid on this aspect because that element is where the cost is.
    Please remember that there is no short cut to carrying out feasibility surveys. The costs involved are 1/10th the cost of the project. However if PMC fails to carry out the feasibility, the entire funding will go down the drain.

    • Thank you for the suggestions. Studies done as part of the process for preparing the draft Pune Cycle Plan include:

      – Household survey and street survey of cyclists and non-cyclists, done to establish mode share, distribution of trips across the city, origin-destination, trip lengths, purpose, trip time, trip expense, age characteristics etc. The study method to plan for non-motorized transport has to be attuned to capturing short distance trips (as well as long haul trips), which are typically not captured by experts working on say public transportation or flyover engineering.

      – Street survey around BRT corridors to assess willingness to shift to public bicycle + BRT, or auto/ shuttle + BRT

      – Cycle counts in different zones of the city

      – Infrastructure assessment to assess the conditions of existing cycle tracks and provision of cycle parking, and road inventory

      – Perception survey of cyclists and non-cyclists about desirable routes and unsafe segments. Responses were mapped to generate the desired routes, and routes in use that require improvement. Perception surveys are extremely important since the cycle is not currently a major mode of choice. What makes people cycle, or not cycle is very important to understand so as to help plan the transition.

      These above studies have provided considerable insight to the transportation planning team. Based on these studies, the potential for conversion of various other modes to cycling has been estimated, along with the measures necessary for such conversion to take place. These studies and the findings have been indicated in the draft Cycle Plan, available on this website.

      Feasibility studies, and indeed, an ‘alternatives analysis’ must be carried out for large transportation infrastructure projects such as the metro, BRT, and flyovers.

      It may be noted that the mode share of cycling at 3% is close to the mode share for autos and cars (4% and 5.5% respectively), and no feasibility studies are done or expected to be done for creating the basic road infrastructure for these modes.

      The Comprehensive Mobility Plan has recommended that non-motorized transport and public transport be the focus of the PMC. In accordance, the focus of the draft cycle plan is to make conditions safe for current cyclists. The question is not so much what a feasibility report yields about cycling, but how to make cycling not only feasible, but a safe mode, and the preferred mode of traveling in Pune.

  15. It’s really excellent and needful initiative. We should give preference for safety first. Then only more and more people will participate in it. Also we can give some credit points to citizens who regularly used cycle as a first preference for attending their work place. Same for students of school and college.

  16. Great initiative ! There has been significant increase in number of cyclists in the city, but most of them use it for leisure or fitness. Major hindrance to using cycle for commute are the crazy traffic conditions and lack of special tracks.

  17. 1) The current cycle tracks in some parts of city are either being used by two wheelers or occupied by street vendors or road shops for the convenience. What steps would the PMC take for this current scenario and for future cycle tracks to ensure that the tracks are free of this encroachment.
    2) Increasing bicycle parking by 2000 in key public locations and installing bicycle maintenance stations and counters.
    3) To make bicycle routes easy for people of all ages and abilities
    4) Construct or design bicycle lane in such a way that no two wheeler can enter the lane. it should be accessible for only pedestrians and bicycle riders.
    5) Plan an active role in the encouragement and promotion of cycling.
    6) Provide more education and training for all road users, and increase the viability of cycling to develop an inclusive and vibrant cycling culture.
    7) The attitude towards a cyclist needs to change. People still think that a person riding a cycle is third rated citizen and anyone (even a 2 wheeler rider ) can manipulate them on road.
    8) Benefits of cycling needs to be promoted for eg.
    a) They can be a biggest contributor of environment.Getting rid of pollution.
    b) Maintain an individuals health
    c) Bring towards nation building (bring down our fuel import bill)

  18. Thank you for taking this initiative. There are some very good suggestions from people and will great if put into action.
    There are still many people in Pune who commute to work or ride a bit late during peak traffic hours and face lot of issues with the polluting vehicles. Cyclist are already breathing heavily during their ride and smoke from polluting vehicles does more harm than good to their heath.
    at the top of the pyramid are PMPL buses, Six sitters , School buses and small tempos. There is no regulation on these vehicles. authorities should find a to solve this. If this can be plan immediately then it will bring some relief to cyclists in near future.

  19. A holistic long term approach and commitment is must. Changes will occur in a phased manner. Maintaining what is delivered while New Developments are launched is necessary. Public – Private Partneship opportunities can be explored to make sustainable efforts…
    Several cities around the world that have made considerable process could provide guidance and support…

  20. Hi Pune. I’m a proud Punekar, currently studying in Netherlands.

    The Netherlands’ transportation model is one of the best I have seen as it relies heavily on its citizens’ ability to cycle to their respective workplaces. The Dutch people are not shy or do not whine about cycling an average of 10-15 kms per day. What enables them to cycle these long distances is a combination of factors:
    1. Their sheer motivation to stay fit and healthy and cycling is a great way to achieve that.
    2. A comprehensive network of cycling paths built across the entire country. These cycling tracks are present alongside each and every road (highways, main roads as well as all the internal roads/alleyways etc.) and canals but a safe distance is kept between them. In most places the roads and cycle tracks are separated by large bushes/railings in order to maintain safety of the cyclists from a mishap on the roads. These bushes also prevent the vehicles from coming onto the cycle tracks in case of a traffic jam. Although I cannot imagine this situation happening in the Netherlands, it is quite common in India that some people will drive their motorized vehicles on the cycle tracks. Apart from the cycling tracks, sufficient space for parking cycles is easily available at public places such as railway stations, supermarkets/Malls, parks, most govt./private offices etc. It is free of cost at most places. Cycle sharing/rental systems are also easily accessible and cheap.
    3. Smooth cycle tracks with lots of greenery around them makes the cycling trip quite a delightful experience. Such an experience will surely motivate people to cycle more and more.
    4. The drainage systems on the roads and the cycling tracks work effectively and flawlessly to ensure that water-logging does not take place. In this regard, the design of the roads and the material used proper and regular Maintenance of the cycle tracks and the drainage systems plays and important role.
    5. The most important factor, the cyclists are given immense respect on the road and the motorized vehicles offer the cyclist a safe path by either stopping or slowing down from a distance in case the cyclist is crossing, be it a large truck or an expensive BMW.

    The govt. and municipality of Pune took some steps to build cycling tracks along the major roads some years ago. But this initiative turned out out to be a failure because of several reasons which can be identified fro the Dutch model.
    1. The network of cycling tracks was not comprehensive, meaning that they were built only on the major roads.
    2. The cycling tracks were not separated from the main roads posing a threat from the fast vehicles going beside them. During traffic jam and also otherwise, I have watched motorbikes and small cars using the cycling tracks to escape quickly.
    3. The drainage systems were not effective and water-logging on the tracks was quite common in the rainy season. The cycle tracks were made with good quality material, however the design was faulty as the rainwater remained stagnated on the road for a long time. In most places the cycle tracks were either extensively damaged or were occupied by hawkers/Auto-rickshaw stands or even garbage bins with garbage spilled all around it.

    These obstructions are definitely not pleasant for a cyclist and will immediately cause even the most enthusiastic cyclists to abandon cycling.

    It would be great to see if the PMC is able to take a leaf out of the Dutch Cycling Model.

    It has to be a combined effort of the PMC and the Punekars!

  21. Very good initiative….I am a proper Punekar & also cycle enthusiastic & sometimes prefer cycle to go to office. I also do cycling on most of the days on many different roads of my Pune city.

    Though Pune city needs smart cycle tracks & proper trafficless roads to reach the desired destination without much problems & with less time because sometimes due to traffic it is not possible . Also needs cycle repairing shops at many intervals.

    Also there should be more places reserved only for cycle lovers to do cycling, not allowing any other vehicles in that areas.

    The present cycle tracks needs to give rebirth, as most of the tracks are being used by motorcyclist(though most of them are educated). We have to rethink about the designing of cycle tracks, these tracks can be elevated also.

    For the safe cycling, the traffic should be improved. The people should follow basic traffic rules like following signals, avoiding wrong lanes , necessary overtaking etc, so cyclist will increase & pollution will be reduced greately.

    Also there should be special favours for cyclist, so there will be more no. of cyclist.

    Go Green Punekars by using Cycle most of the time wherever possible….!!!!!!!!

  22. This is an great initiative. I am from Pune currently based in Netherlands a cyclist’s paradise !

    I would like to contribute for better Pune and in position to get broader guidance through Netherlands eco-system.

    There are many, many good reasons for bicycle commuting, recreational bicycling and creating a strong bike culture in general. Hopefully a couple with resonate with everyone and motivate more bicycling. To me health is the key motivator.

    1.On-going use of a bicycle has virtually NO carbon footprint.
    2.Bicycles increase mobility for those who don’t have access to motor transport.
    3.Bicycling is the most energy efficient form of transportation ever invented.
    4.You get healthy exercise from bicycling.
    5.Reduce stress by bicycling.
    5.Save travel money by biking. If the switch is from a car this includes purchase price, gas, tires, fluids, insurance, maintenance, washing, parking, etc.
    6.Biking is therapeutic for the mind and spirit — is fun and can make you happy.
    7.Cycling is therapeutic for the cardio-vascular system, live healthier.
    8.Bicycling is a great initial activity for people who are obese and help them on their way to a healthier life.
    9.Regular cycling can lead to lower health care expenses
    10.Allows the rider to appreciate the more of the nuances of the natural and built environment around them.
    11.Your commute will be the best part of your day instead of the worst part of your day.
    12.The exercise increase your productivity at work
    13.Cycling improves your self-esteem.
    14.Save on the membership to a health club, get your exercise bicycling to work, school, shopping, etc.
    15.Bicyclist can ignore the highway traffic jams.
    16.Easier and Cheaper parking.
    17.Reduces the demand for new roads and paving the earth with asphalt and concrete.
    18.Reduces the demand for parking lots and paving the earth.
    19.Reduces air pollution — bicyclist emit few poisonous gases.
    20.Reduces noise pollution — even without a muffler bikes are quiet, creating a quieter community.
    21.Reduces road wear — even if cyclist feel like they have the weight of the world on their shoulders.
    22.Cycling can be enjoyed in a wide variety of climates
    23.Bicycles are a great means to explore world around you.
    24.Bicycling is cool.
    25.Finally Biking Is Fun !!

It is a very good idea that the PMC is making but the first most thing is that the plan should not be stalled liked other plans…nd to say about the cycle tracks they are in good condition but it is totally equipped by the hawkers. There are many active cyclists even today but what makes them inactive is the traffic in our areas due to motorised vehicles and no proper facilities for cycling. Nowadays u will only see poor people and kids aged between 10-15 cycling that too very few. I hope this plan is done as soon as possible..Good luck PMC..👍👍

    This is a very good initiative and I would like to congratulate you for taking up this initiative and allowing public participation. For anything to be successful it is very important we have a democratic process.

    Here are my views for making this plan a success:

    1.First of all citizens should feel safe while driving cycles, this can only happen when we truly have a culture around cyclists and we respect. So there is a need to promote cycling using papers, internet ,hoardings.
    Citizens would take this up by themselves but they need motivation and encouragement. This can also be done by wearing T shirts/bands which which say “I am a proud Punekar cyclist” or any such thing. This will attract a new generation, we want participation from all parts of society young/old, men/women, college/school/offices.
    Also once this promotion happens and people are attracted then more masses will join.

    2. We need to make cycles affordable. If poor people have to quit six seaters /rickshaws it is absolutely needed to make cycling affordable.We need to brainstorm on how we can do this. Can organizations participate and donate/subsidize new cycles? or can we have cycle stations which can lend cycles from one point to another with basic fees. We need to think out of the box.

    3. We need to have cycle stations and parking lots at many places atleast near bus stops where people can park cycles.

    4. The marketing and promotion will be very important we need to continously infuse people with success stories, photographs, cheers etc through multiple media and whatapp groups, internet to keep increasing participation.There will be a time after some years people will realize benefits and adopt cycling on their own.

    5. Lastly any accidents of cyclist should be dealt very strictly by law as this can act as a demotivate for citizens. We need to have strict laws for people who have an accident with cyclists. Safety should be priority no 1.

    Right now I can think of these. I would be happy to give any more information feedback from my side.
    I would love to see my city as one of the green cities in world and best cities and also one where people are healthy and have a mindset to change it.

  26. In the cycle plan, we also need to include use of e-Bicycles. There are multiple reasons to include e-Bicycle although so called purist in bicycle promoters may resist it as it is a motorized vehicle. Although e-Bicycle has a motorized electrical drive, it is different than any other motorized vehicle (scooters, mopeds, motor-cycles etc.). Firstly it is basically a cycle with an additional attachment of a small electric drive, so it takes the same space on road and parking as any other bicycle. Secondly its speed is 20 to 25 km/h, which is similar to normal bicycle, so chances of accidents are minimal. Thirdly it does not create pollution, like petrol or diesel vehicles, being electric. Fourthly it is not mandatory to use the electric drive. So if the biker is not tired, it could be used as simple bicycle by pushing the peddles and only when he / she gets tired, the electric drive could be switched ON. This is very useful for people commuting between 5 to 20 km. Because of long distance (more than 5 km), people would not even consider using the bicycle at all. So use of e-Bicycle would encourage them to go away from mopeds and scooters. They can push paddles as long as they can, and then switch to electric mode. After some time, again they can switch to manual mode. So this would remove the barrier of long distance and help more and more people go for bicycles (manual or electric). Last but not least, the electric charging expenses are extremely less than petrol or diesel. In one unit charge, one can run the e-Bicycle 20 to 30 km, depending on model, and load.This could be very useful for 40+ aged people to adopt it comfortably.

  27. Thanks for such nice initiative of Pune Cycle Plan. It will be very helpful to reduce traffic and pollution of pune. There are very nice suggestion already given here. So I just want to point out very Basic problem. If we want increase cycle users then there should be some provisions for lower middle class people who can easily afford cycle. Now a days cycle prices are higher compered to last few year. So general observation of common people like me is
    If i have bike and i am using it for my office and long distance travel ( and it is must for me). So for short distance why will i think to invest 5000-7000 bucks on cycle.

    So if Cycle prices goes little lower then we can think to buy extra cycle. and if more people are buying cycle then definitely most of them will use it daily.

      The government can start a cycle sharing service at very nominal rates . So pls be more positive

PMC has commissioned the designing of over 100 km of streets using the Urban Street Design Guidelines, that aim to provide adequate space for different complementary uses, with high quality footpaths as top priority.   29. Efforts need be put by all concerned to improve Pune Road conditions and traffic descipline such that Cycling on Pune roads becomes the safest mode of travel.
    I feel that first step which can be initiated immediately(without any additional major investment by PMC) is to develope the culture of TRAFFIC DISCIPLINE in the present traffic senerio.If this estalished , many people will start cycling of their own.

  30. For implementation of Cycle Plan , discipline in the present riders (Bus/Car& two wheelers) is must. Presently it is very unsafe over roads pushing most of people to use cars instead of 2 wheelers (seems safe to drivers & Family).

    A. Implementation Required:
    1. Public transport Bus (PMPL) bus need to stop at the designed stops and not in the middle of roads, disturbing whole traffic (This is most undisciplined vehicles on road)
    2. Encroachments on the roads need to be removed Ruthlessly with notices to concerns (This is must to save life of present riders. E.g Nagpur has implemented same before 12-15 years)
    3. Dedicated parking is required for Cycles. Present parking space needs to be improved.
    4. Definitely infrastructure of roads needs to be improved on immediate basis.
    5. Present divider works & lighting on main roads are taking months to complete ; speed needs to be very quick.

    B. For encouraging the Bicycles use, small incentive – levy in the Yearly Corporation Tax can be thought off. All corporates in the city can be called for invitation from PMC/PCMC to encourage bicycle usage.
    C. Since Cycle riders does not need any licence hence some rules are required to be forcibly in place. (Present riders of Bus/Car/Motorcycles will create hurdlers while driving Bicycle)

  31. Dedicated cycle tracks are a must if cycling has to become a feasible option of transportation. Even large parks such as the one newly started in Wadgaon Sheri has no cycle track which can popularise cycling even as an exercise.
    On roads where space is limited for making a track, cyclists should be guided to ride facing the traffic for the sake of safety.
    Certain times of the day,some parts of the city can be made a walking or cycle plaza where motorised vehicles will not be allowed.

  32. if we want to make Pune a cycle friendly city city first of all please repair the roads specially in the rainy season. Secondly please provide safe crossings at main junction points in the city because we cannot assure that traffic jams due to to cyclists may be a common sight or not. Following the first point there are potholes on every road which may cause serious accidents. After that comes the point of making separate tracks of pedestrian and cycles and with regards to parking of cycles cycle stands should be fixed at a point where all feel safe. Thank you.

There is something very basic and safety critical to take note of; bicycle traffic (and for that matter pedestrians too) should always be moving against the traffic and not with it so that they have a clear view of oncoming traffic. I’ve noticed that in india, the pedestrians and cycles always follow the traffic and have their back towards any oncoming vehicles which is dangerous to say the least

  35. To encourage cycles you need to discourage motorized personal vehicles. For this I am putting forth a complete proposal that I have already published previously.

    First measure could be pay -n- park for all motorized vehicles from 9 am to 9 pm with sliding scale of charges. starting from Rs. 1 for first two hours, 5 per hour for next four hours and Rs. 10 per hour for each additional hour for two wheelers and Rs. 5 for first two hours, 20 per hour for next four hours and Rs. 30 per hour for each additional hour for four wheelers.
    All this pay-n-park should be managed by PMPML and the profit should be used to subsidize Bus fares.
    Mobile companies can tie up with corporates to make available bicycles on rent where..
    There are stands at important locations and all major junctions were bicycles are parked with locking stand. The person wanting to use bicycle can request for the same through app and he will receive message as to which bicycle lock is released. He can then take that bicycle and leave it at another such stand near his destination. Charges could be – first 30 minutes free, thereafter Rs. 5 per hour. There could be pick up vans to pick up bicycles from congested stands and drop them to empty stands at intervals.
